They are talking about TS4 only. But correct me if I'm wrong, they don't actually specify which EP. And I'm 100% sure they are counting console players when talking about 35% percent.
Overall the statement is just a publicity stunt to say things are going well for EA. Doesn't actually let you know the how much they are making over the game or much less say anything about the quality of the product. It's just easy "marketing" it's nothing to lose a head over.
You can't lie to shareholders. They're looking for investors.
They aren't lying. They're purposefully misleading. Case in point:

Another article:
The Sims 4 launched more than three years ago, but it’s still attracting new players. In Electronic Arts’s report for its third quarter ending on December 31, it revealed that the player base for the game has grown more than 35 percent year-over-year. EA also said that its newest expansion, Cats & Dogs, is also the best-performing pack ever for the game.

You're misquoting them. Nowhere do they say the playbase has grown 35% year-over-year. In fact, if you read the article, it says they did infact state the playerbase has grown 20% year-over-year.
See how easy that happens? EA throws out a nice shiny number with "35%" being written as large as possible while the text below is the clarifying text that states it's solely for Q3 (expansion packs), and people parrot it without actually having any knowledge of how many people 35% amounts to. People read into it, misconstrue it and interpret it different ways that were never said but all sound positive for the Sims and EA...and that's kind of the point.
Yes, they're going to cherrypick info and purposefully present it in such a way that your subconscious wants to misinterpret it, and they're going to try and show investors, shareholders and consumers their most positive attributes while downplaying the bad ones. Here we see 2-3 positive stats, but we're hearing nothing about the sales in the other quarters, or what we're taking 35% of. We lack sales numbers on GTW for example and we lack sales numbers on City Living, so we have no idea if they saw 35% growth of sales in regards to selling 50,000 copies, 500,000 copies or 5 million.
