No, you have to have the walls up entirely. I've seen ceilings in my game. But, putting ceiling tiles overhead was a pain in the tuckas in Sims3, I just don't need to worry about them. Although, I do appreciate that some will and if EA can add them, I just won't bother with it too much. ;)
It’s so weird. Even when my walls are all the way up, all I see above is sky. I’ve never once seen a ceiling in this game, even though I have roofs.
