Celebrity Tile

So my sim has reached the global superstar and it told me that I should send him starlight boulevard so that he can conduct his tile placement ceremony. So I sent him to starlight boulevard but where is the ceremony? Has anyone done this before? Need help.

I'm wondering if those tiles can be placed somewhere else besides Starlight Boulevard?

so here's an interesting one my sim achieved her five star status in a different save game but that doesn't import to the new one but now she has no pre-named tiles to place as hers how do i get that.
