You can use my solution above. What you could do is save the kid with the whole family, so the relationship won't be affected.
So now you have family 1 in the world and family 2 is saved to your My Library.
Go to CAS with family one and then delete the kids in the wrong order. Then merge Family 2 and keep kid 2. Then merge Family to again to put the other kids who are already in order. Of course, this might not work if you have a big family cuz you can only put 8 sims in CAS at once. So you might have to cheat the relationship.
I know this thread is a little old, but I just tried this and it didn't work for me. Is there any other way to fix it? It's ruining my game that my kids won't show up in the right order.
