Some of the cheats have been removed. I enabled them all using TwistedMexi's mod to induce a birth. After I did, I went in and removed it from mods. There must be a reason why Maxis removed some of them. Not sure if it will help with the one you're talking about, but you could try. Like any mod, use at your own risk, of course. ;)
