I think someone on twitter said it was a rabbithole, but they're not a guru so it's not an official source.
Looking at both of the trailers, I can see what appear to be at least three lots in that neighborhood (not including the big training building).
My understanding is that the inside of the building is a rabbithole, but the area around the outside of the training center contains active, usable (though probably not editable) space, as that is where we have seen sims training their horses in both trailers and the screenshots.
