Huh. Weird. I just yesterday played my Homeless challenge family which has a kid who is not allowed to go to school. Her grade is F now and I've never gotten any notifications about bad school performance counting as neglect. The only times I have gotten any "they are going to take her away ha ha!" messages were because of her needs being low but managed to solve them before repercussions.
