As long as repairable items are on a community lot, someone else will eventually fix them. So far, I am trying not to alter the community lots and trying to figure out how to just travel to as many places as possible and discover all the little nooks and crannies. But for the video station, I might have to alter a community lot.
I set the lot traits so that the lot generates power and water. As long as I don't use that power and water, and I have very little money and possessions, the surplus power and water is sold back to the utility company and the discount covers the tax bill.
