CL Bubble blower chair placement

Question

For some reason, I can't quite fathom, whenever I go to place a bubble blower the chairs won't snap into place. It feels like they should give that you can buy them with chairs already placed but when I go to swap those chairs out they new ones don't just click into place. Also, the same thing happens with the booths from Dine Out. Maybe, they aren't supposed to? I just want to double check I'm placing them correctly, though.

@BoredinTX The bubble blower uses leisure chairs, not dining chairs.  That is the issue.  To my knowledge, this is the first time in the history of the series that the leisure chairs have snapped to anything, so how were you to know?  How were any of us to know?
