Poke around in your friends list, they may already be there. I noticed that I had two people show up randomly in my friends list that I didn't remember my sim actually meeting. When I hovered over their names it showed their work schedules and they had a little symbol under relationships that said "Co-Workers". I'm wondering if it now auto-adds them like it used to in TS2/3 it just doesn't show a category for Co-Workers in the friends list anymore.
