I've tried in various different bars to take photo using the phone and using a camera I brought and put in my inventory. I've also tried taking a photo with someone, a photo of someone and selfies. None of them are completing it, so I can't progress. Am I just completely missing something or could it be a glitch?

Try going to one of the Karaoke bars, take a photo there and see if that helps to meet the requirement.
