I had this happen too. I believe your sims can knock on the neighbor's door only if they are bothered by the noise. Sometimes my sims would get an angry moodlet and go pound on the door. Other times they are just too happy to be bothered, meaning option doesn't even come up. They can't sleep, but they don't seem to care.
