So after posting this I went into my game and realized the only sim that has "social networking" option is the one in Social Media Career. None of my other sims have this option on their computers. Not sure if this is meant to be this way though...

When your sim joins the social media career, the social networking interaction is unlocked straight away on the computer.
Usually, sims need to have level 5 in charisma before social networking is unlocked.
