There isn't a way to do that. You need to have your sims live in the premade apartments/apartment buildings that come with the pack. The exteriors of these apartments can't be altered. You can though refurnish the interiors and add interior walls and your choice of furnishings items. You also can't remove certain lot traits that have been put on some of the apartments or add certain traits to other apartments or houses. This is a list of traits that can or can't be remove/added to other lots.
