Also, whenever my circuit box breaks, if I call the landlord to fix it he does but the lights don't get the message. I have to load in a different lot and come back in order for the lights to work. Am I missing a step or is this a glitch?

With the second issue, other simmers are also having this issue. Turning on autolights can help with the issue

With the Gnomes trait, it doesn't prevent items from being broken. It instead has Gnomes that appear overnight to repair items that have been broken. If the items aren't being repaired overnight in your game, remove the Gnomes trait, and leave it off for a sims day. Then put the trait back onto the home again, and test to see if the Gnomes come then overnight and repair the items.
