Huh. I have all of those cheats enabled, but build/buy is still grayed out.
I even just double-checked. Free build is enabled. I've even re-started the game.
"bb.enablefreebuild" is the cheat and it should work fine. Works fine for me. Do you have mod that keeps those enabled? Maybe it needs updated.
I've just recently updated it to the latest version... I'll try typing it manually and see if that works
Typing it in did the trick! How odd... I'll have to try and see if I can get the MCCC one to work. All of those cheats are enabled
