I've noticed something about that too, like townies can take large items, even the fireplace was stolen from the bar, but all I could take were little things like you got.
I hope they fix this to make it more even. Either the townies take less, like us, or we get to take more, like them. (and also implement your idea for taking the spawned broken items from the community lots, it would go along right with this whole thrifting theme and upcycling). It would be nice if that lot trait served more of a purpose than just for looks.
I think mischief skill affects kleptomaniac—I had a kleptomaniac vampire once and when he got higher in mischief he was able to grab more expensive stuff.
It does affect it, you aren't wrong, but the NAP should work with even if you don't have the skill or trait? At any rate, even my highest mischief klepto sim can never take things like fireplaces, yet, there goes the townies, with no skills, taking fireplaces. :/
