The commercial might change over time, but they can't have a Neighborhood Action Plan because that feature requires minimum 1 residential lot. In my game I've noticed restaurants quickly gain industrial footprint, even in hoods with no residential lots. I assume it's the restaurant stoves - which requires dine Out, but still, it's possible to change the footprint, and if it can be changes on each lot, it should eventually affect the hood, too.
Like mentioned Parks easily get green, but normally it takes an active si to visit the lot. Same for mentioned restaurants, only those I actively visited got the footprint changed. And we don't know exactly how long the effect will last, maybe only active time counts, meaning that my restaurants might go back to neutral if I don't stop by again. I did not order food though, so you won't need to perform the polluting stuff, as long as there are NPCs doing that. For the restaurant I assume most appliances are running constantly.
I believe that footprint changes sooner if your content/activity is pro/con the running N.A.P.s. For commercial areas you won't have those plans, so it might take a bit longer or be harder to get a strong and lasting change - no idea :)
