Compliance with the upcycling initiative NAP?

any one know how to be in compliance with the upcycling initiative Nap? the sim is living in a apartment in the city. I have managed to squeeze a fabricator and recycler in the small apartment but the taxes just keep going up. I have bits and pieces in my funds, I have the fabricator skill, I have a fabricated lamp in my apartment and some fabricated eco parts in my inventory. I don't know what else to do. the NAP doesn't even tell you that you needed anything to be in compliance. it just says you get influence for using a fabricator.
