It's a side effect of mood and conversation tone. For example if your Sims are having a great conversation and both are Very Happy, then one acts rudely...? They'll likely still smile. If they were angry or the tone of the conversation were Unpleasant, this wouldn't happen.
Nothing much more to say, it's just the result of various different systems conflicting with each other. Their mood wants one emotion, the interaction wants another and the conversation tone wants yet another. Only one can be represented at a time and the "correct" one doesn't always win.
