The history of Sims 4 releases in general suggests strongly that yes, there will be bugs; and yes, there will be glitches; and yes, there will be unexpected, frustrating elements when it comes to cross pack functionality. The best way to find out how it all works together and in what ways it may go wrong is to wait until after release and see what happens. All those same game changers plus regular customers will be playing the expansion with all the other packs in various combinations and you'll have a further chance to evaluate.
The Picnic Baskets are already bugged. Some sims won't sit on the picnic table but will stand and eat if the picnic basket is on the table and I think someone also mentioned sometimes they just don't work. I hope these issues are fixed in the final version.
