While preteens would be amazing for family gameplay, I doubt they have the time and resources to work on another life stage. It's already the 3rd year of TS4 and there have only been 3 EPs and they need to catch up. Now that we have toddlers, they can finally work on EPs that include a lot of family gameplay, like Seasons or some Vacation EPs, or maybe even Generations EP or GP.
