Could someone create a mod to replace whims' sound effect with TS2 Wants sound effect?

Lately I've been playing with a mod that replaces TS4 build/buy musics with TS1+TS2 build/buy musics and I wondered if it was possible (or difficult if I were to do it myself) to replace the completed...

You might have more luck asking in the mod forum although from my experience it's quite dead in there.
