I would say that they were both worked up at the same time and once they decided on the "official" kitchen for the EP someone said hey, since we already have this mock up, let's turn it into a kitchen kit.
Which doesn't bother me too much.
As a Build/Buy CC creator, I often (more often than you'd realize) start off with a design style/idea in my head, meshing several pieces for that set and somewhere along the line I either see another inspiration pic that I might like better or I'm not happy with the look of the first pieces and make new pieces in a different style and compare them side by side to which vibe I'm going for that particular set.

I have not trashed the original meshes, I have just saved them to use in a different set sometime later on.
