In this game, you have to keep your sim in the area you want any plant to grow. What I do, if I don't want it on my sim's home lot, I'll just have my sim camp out in the area until the plant is fully matured, and in this case the Cow Plant. If you don't keep your sim in the area, time basically gets frozen, meaning nothing progresses.
