We'll it could be your Elder is going senile, you know? Sorry, this made me giggle. Take a look at the aspiration/whims points to see if any of the Sims in your household has enough to purchase the Thrifty trait. That will help with the outrageous cost of utilities.
Frugal is the rewards store trait that lowers you bills.
Thrifty is the reward trait for completing the mansion baron aspiration, that gives you a 10% rebate on build mode purchases.
(And for the record, I'm a dork..)
I've yet to see any crazy high bills, even though I'm a total packrat. It's kinda disappointing, my sims just never seem to struggle. I've really gotta come up with some kind of outside circumstances. For my main household, even if they did get a 90,000 power bill, it wouldn't even make a dent!
