They actually won't update the legacy edition to recognize new packs and updates, so if a legacy edition game were to connect to the gallery, it wouldn't understand the existence of new packs or new sim data, like if they added a new outfit category or a new CAS part like body hair.
Although I guess they could've restricted the gallery for legacy players to uploads made before the 64-bit update
