There's the adoption process through the computer/phone, but it's not quite the same as an adoption center indeed.
A small tip : if you aren't satisfied with the selection of dogs/cats available, I've noticed that going back to the neighborhood, editing a household, adding a pet, exiting CAS without saving and going back to the initial household resets the selection for some reason, so you can have new choices without waiting for a full day.
