MCCC (and also the vanilla game I think) will first look at unemployed moved in Sims, then at Sims "Not in world" and finally randomize new Sims if needed.
So what I do is fill my game with tons of households with 8 Sims in each that I don't move in, but have the status "not in world". Every time the game generates a rando sim I delete him and add 8 more sims instead.
I deleted everyone, and filled 110 sims in the whole world with all customize sims. And still, it generated randoms :s :s :s :s
Again, it has to do with quotas, as well (it seems the game REALLY want elderly people in a lot of roles). Also it has to do with skill. It seems it's easier to replace mixologists; the game doesn't mind them having 0 in Mixology (you see them spilling drinks everywhere). BUT it seems the DJ's, specifically, is almost impossible to stop being random, because the game REALLY want them to have DJ skill 10 when showing up, because they are always the "headline DJ".
