I don't doubt it. When you switch households, perhaps there is something going on behind the scenes to make it look as if something has changed? Story Progression, perhaps?
However, I have noted time and time again, that when I use a mod to change the relationship of one Sim in a household, the other Sims' relationship is automatically identical. Not once have I seen a Sim that, for example, is in love with another and the other Sim doesn't feel the same way.
If there are unrequited feelings in your game, I envy you. :) I would enjoy that feature very much.
