I don't think any of it is tied to magic unless you actively choose to charge the item on that special "charging mat" during a specific moon. The charging will last for a limited time, even. Personally I might explore it a little, but most of my sims will not bother with the magical aspects, but just wear jewelry as ordinary stuff. I'm glad there are possible magical effects, though.
