I never had that issue with the curio shop t-shirt from Strangerville. But I did have issue with those festival T's that you buy at the vendor's stall from City Living. It use to be that when ever I made my sims wear one those festival T's with certain bottoms. My sims and NPC sims too would be without pants on at the festival.
