Are you talking about this T-shirt? This is the one I bought from the Strangerville curio stand. It was a while ago, so there might be a bug now that there wasn't before. And I'm pretty sure I used the "buy" option rather than the "buy and wear" option, and then just went into CAS and put it on her myself.

If you're having trouble with it working and you want the shirt (and are on a PC rather than a console so you can do cc) it is super-easy to make the special hidden clothing items (like uniforms, stuff you get at vendors' stalls or other locked items) into normal unlocked CAS items. I do it all the time for outfits I want to use that I'm not going to be doing the game play to get.

I looked around on the "EA Answers" site, trying to find a thread about this problem, because I'm pretty sure I've heard others mention issues with the "buy and wear" option, but I couldn't find one (there might be one, I probably just didn't guess the right search words). You might want to submit a bug report there.
