They don't need a break. They've done those surveys to get put feedback and content ideas where they could have already worked on for a while now, but they decided to also spend some time and resources doing all these other lame packs.
In other words, it was their choice to make these packs. I don't think a break would make them get better ideas. The ideas from the fans are all there already. They just have to execute it.
