Another thing I've found when messing around with basements is that any style of fence on the floor above will block modular stairs. Like here, I can't have the stairs take this shape in an empty space because a fence is present on the floor above.

I'd guess it's on the floor above. This was an issue with the stairs before the update too, though - if there's a fence on the footprint the stairs try to take on the top floor, you can't place them.
I know it’s on the floor above, I was just wondering where it’s placed relative to the stairs.
