I do not have outdoor retreat, and was able to use a tent on an empty lot for a rags to riches scenario.

I believe a tent was added to the base game debug catalogue to be used in the sims sessions over the summer. I don't know if it is still in the game.

How can you find it? I used debug cheat but couldn’t find any. Of course I can find them in buy mode, because I own Outdoor Retreat. All the tents have camp fire icon in my game.

Are they shown only in the debug section of the base game without Outdoor Retreat?
