If you're interested in stardom, I am really loving Get Famous. I think the celebrity system beats the one in Sims 3. Not everyone is a celebrity, and although there is supposed to be a way for your would be star to get a boost from knowing a celebrity, I haven't found it. LOL My Sim has worked his fanny off to get where he is.
If you don't mind having mods in your game I recommend MC Command Center, which allows you to set things to simulate story progression, plus a number of assets.
City Living also gives your Sim an actual singing skill.

When you say we have toddlers "now" - were they not introduced in TS2 and been a part of The Sims ever since? Or were they removed from TS4 in the base game, like pools and ghosts!?
How would you describe family life without the Parenthood pack?

Does MCCC introduce Story Progression? That was actually one of my most disliked aspects of TS3. I understand that on TS4, the non-playing Sims purely build skill and do not much else?
Toddlers were supposed to be in Sims4 upon release, but got pulled at the last minute because they wanted to do them 'right'. It took a bit of time but they finally and under great cover of secrecy, announced a patch and voila toddlers were introduced into the game. I have to tell you they are far better than even the Sims2 toddlers and there's way more to them. We can help teach them five skills, and not just the potty training and walking from before, in fact the moment they morph from baby, the parent simply 'teaches' them to walk then and there. They're still a tad wobbly on their feet but as they gain in the movement skill they can actually begin to 'run'. They can climb stairs, get up on the couch or even a dining chair, so long as it's against a wall and not up against the table. They can reach food on the counter. They only need to reach level three to be fully potty trained, but level 5 to maximize the other skills. They are so much fun!

Family play without Parenthood is fairly bland. I have always wanted a bit more control in how my born in-game Simmies turned out. The Child and Teen Sims can go through phases. This pack gives us that control, as the parents can discipline their children and exert influence upon them once they reach a certain level of skill of their own in parenting. The player is given about three levels of discipline for the parents to take: Firm, Strict and easy, or something of that nature. I generally use firm.The five Values are: Manners; Responsibility; Conflict Resolution; Empathy and Emotional Control. You can see how this would add to family play, I'm sure.
MCCC allows you to set such things as NPCs getting pregnant, and you can also set it up that only pregnancy happens to married couples. I rarely mess with these settings but there is an entire MCCC help thread on these forums. If you ever used Master Controller in Sims3, this mod is based on that one. The story Progression will likely be more to your liking. And it's more or less controllable. I love this mod.
