I was able to get all of them at the same time as the base game so I never had to ask this question but if I had to really choose, the cats and dogs expansion pack would be my first choice. But it mostly depends on your style of play and what you would focus on the most. Plus there are mods for just base game. I might recommend the Get to Work since you're able to go to work with them and it is fun being a police officer but that's just me.
