I believe they intended to have a mid-range neighborhood in it initially, but scrapped it due to time constraints to get the game out earlier and then used the "some people's pcs can't handle it" excuse.
The other possibility is that this was intended as a game pack initially. It has to be one of those two things...
You have to look how Sims 4 is designed and developed, Sims 4 was designed Imho in accordance within its capabilities. It does not scale up or scale down regardless of what you using. So for me by them doing such an move is for performance reasons not that some mid to high end would have any problems besides bugs and such. I do not have to be an programmer to figure that out after playing many games over the years. It is not GOTY material that is for sure and the reason I do not get peps because it just runs as it has limited features. However, there may be other reasons as we are all just speculating here. I tend to agree with your second opinion and I do not necessarily see it as an excuse for again Imho it is how Sims 4 was developed from day one. They may have to add slowly as not too overwhelm the program, but I to this day believe there will be certain features that may never see the light of day. I am not disappointed no more as Sims 4 for me has peaked, every pack going forward may be limited in what it can do.
