I delete sims all the time in manage households - only randomly generated townies though, since they're often terribly dressed and named. I haven't noticed any issues from this and I've been doing it from the start. My understanding is it's a perfectly safe feature and there for you to use to create your world as you deem fit. The game will just generate more townies as and when needed.
All my random townies seem to come with Japanese sounding names. I find them hard to remember.
That seems to be from City Living introducing more "cultural" names.
I've deleted every household in a couple of saves and have had no issues. My current long-term project is to fill the worlds with the old Sims being uploaded to the Gallery by Maxis (the Newbies, the Pleasants, etc) plus add in a few others. For example, since we got the Pleasants I created my version of the Broke family (so I can eventually get Angela Pleasant together with Dustin Broke); I made Dustin a teen, brother Beau a child and the unborn baby that Brandi was carrying in Sims 2 is a toddler daughter named Skipper after the father she'll never know.
Interesting tidbit: if you delete all the households and you have Get Together, all the clubs are deleted but the game will generate new ones; the last time I did an Empty Worlds save, I ended up with a fishing club named Just For The Halibut. :D
Isn't that a normal name of a club that already comes with Get Together? I'm pretty sure I've seen that name when I was looking thru the club names when Get together came out. I'll have to look now.
