It qualifies as outdoors, but the game doesn't recognize it as a garden and will not let me hire a gardener. No big deal, only takes about 60 sim minutes a day to maintain it.
Both adult sims do still work regular careers though, because I enjoy having them with normal jobs. Miko is a Charity worker at level 7of the career, so she only works 3 days a week. Abel was a top-level tech-guru, but due to his celebrity status was offered a job as a Mixologist starting at level 5, which he took. (I like unlocking the stuff careers unlock, and do not believe in using cheats to do it.)
Are you using the flower boxes the big ones? after you have your garden a few days click on the flower planter and try again, it may say hire a gardener. sometimes they see bugs that we do not see. That happens outside as well, then later you can. Maybe when you have more plants. They come to my greenhouse.
