Test is done Yes you can have a gardener, and you can have yard sales, in the blue Penthouse. I just made a Sim to try it out for you and Sheri. but you will have to move the wall over a bit to fit the yard sale table, but lots of people came. lock your door if you do not want them in your house.
I think I added about 18 large planters, make sure its room to walk around them to plant. then he watered and researched. then after a bit I tried again and from the phone I could get a gardener, so yay. thats a fun place for it.
For yard sales you must put the cupcakes inside the tables inventory. then stock the table. tend the table then start your sale. I am to lazy to have two so i will go take this apart.
