Desperately Seeking Billboard Guy

Does anybody know if the sim on the billboard is available on the gallery or what he is called? A number of us in a thread were praising him and would like to have him in our games. He does not seem to be in the group of Maxis created sims on the gallery.

    He looks like the Vampire in a green suit. i have it in my game but never removed his vampire feature so i could be wrong

    @Butterfreeguy you are an unintended genius I searched billboard and found him. Thanks to ID Nevarrah for letting me get this sim in my game

    Removed his buffy forehead, yeah it looks totally different, but the nose and eyebrows are similar though

    That's funny, the nose and eyebrows are the parts that I thought looked completely different :D

    Where did you get him? I haven't been able to find him anywhere on the gallery
