Yes, more objects, more assets, more traits in every pack, more gameplay, more and bigger worlds, more and better interactions, more things to do, more consequences, more building features, more swatches for floors, walls, or anything, more aspirations added in packs, more and newer wants/whims per pack, more special buildings in each pack, didn't check but possibly more CAS assets per pack and on and on. TS4 is like what you hand your five year old kid sister or brother so they won't bother you while you play a bigger and better game.
CAS assets in Island Living surpass by far the ones from Island Paradise. Especially the hairstyles alone, I know plum well how many and what type of hairs were in Island Paradise and they weren't that great. But TS3 didn't need swatches you had the color wheel.
The question was does TS3's EPs outweigh TS4 EPs and I was making a general comment overall that yes, they do. Much bigger in all aspects of a the packs compared to each other. I wasn't comparing pack per pack but in general, yes, TS3 has bigger, much bigger EPs. (But if only CAS items are what people are looking for then sure, TS4 has plenty of fluff).
ETA: By swatches I was referring to how many different woods, tiles, and vinyl there are in TS3 compared to TS4, I think it speaks for itself.
