no because in ts3 you indeed had ''lots of things''
but you hardly had any gameplay to them
(mermaids in ts3 were less useful than dried fish)
and most of it was really half baked
(you couldn't really do a thing with birds etc in ts3 either)
(not to even start on all those rabbit hole activities in ts3)
and buggy so I don't even want it
there is big possibility they might just patch something in later too
+ I prefer getting things like hotels their own gp so they can make them more interesting
(ts 3 hotels made me regret ever booking them) or adding them in other pack
because ugly hotels would have literally ruined that island for me
houseboats? hated those
underwater? would have been great but also I can see that not working too well with ts4 considering we do not have open world
surfing? this kind of triggers me though because there was surfing sign though
so it was in plans at sometime that island = surfing?
but yeah overall I feel ts4 has more depth than ts3
even if it lacks some activities the activities they do add are better done than ts3
I'm sorry but I don't see what scuba diving has to do with open world. We could have had underwater lots in TS4. Lots you'd only have access after buying scuba diving gear, or by being a mermaid, and then your sim would teleport there and explore. To me it's the one main big thing missing from this EP, I wish sims could also gather pearls underwater and sell them for simoleons.
The fact that we could actually go there and find treasure and collectable shells and gather rare tropical fish was awesome and it's really sad how in Island Living we can't see nothing of that.
Even for mermaids it was awesome. Tell me you wouldn't want this. It's so dumb how it's a rabbit whole in TS4, especially in a game where there are suppose to be fewer of them, since we have loading screens!

I think what they mean by Open World is loading screens.
Imagine a loading screen to go under water as it would be a new lot? Would it be worth it simply for aesthetics?
The devs definitely tried to make up for it by making sure the ocean in Sulani is interesting and full of marine life etc.
It just probably wasn't worth a loading screen. They also probably took a look at Island Paradise's data and decided what to keep and what to discard.
Just like Sims 2 to Sims 3, a lot of players want a lot of the things from The Sims 3 into Sims 4. But the devs have said constantly that new content is often decided by the player data from Sims 3 and who used what. Rachel Franklin even said that Toddlers not being in the base game was due to looking at the data of how often players play with them in 3 (I'm guessing the shots that were called to save Toddlers until they could be amazing rather than shoehorn them in to the base game).
So I imagine a lot of content that gets decided for Sims 4, is based on how popular it was in Sims 3. And tbh, I don't think many players made Dive Lots out of Islo Paradiso, and probably only a small handfull actually played in Islo Paradiso for a decent amount of time. So gameplay like Houseboats, Resorts & Dive Lots, probably didn't make it's way out if Islo Paradiso, but Mermaids and other things potentially did.
That said, they were probably one of the least buggy areas of Island Paradise but most players probably didn't explore them enough for EA to find another way to include them.
