Didn't they fix the lottery ticket bug?
I still don't have a lottery event showing up on my Calendar. I've gone through all the seasons now and when I look ahead to the next set of seasons it's not showing up either? ¯\_(ツ)_/¯

Are your seasons short? If I remember correctly, the lottery has a chance to happen on specific days so if your seasons are short or other holidays are on those same days it may be a while before you see a lottery. There's a mod that makes the lottery appear more often, so maybe you can try that.
