I don't think so, by default the game only takes the genes of the parents, thus the redhead baby. Generally, whenever you change your sims hair in CAS/wardrobe or household changes takes place (especially during pregnancy) the baby rerolls its genes. However, in MCC, I believe there's an option where it's possible to include grandparent genetics.
