This is my definition -

Expansion Packs expand game play by giving new options, game play, expanding their way of life with new and different directions

Game Packs aren't as chunky as Expansion Packs, by only giving small and minimalistic game play. Still can be fun. Not as meaty as an Expansion Pack.
