I would argue this statement. GPs add new gameplay. But while EPs add variety of different content so everyone would find something for him- or herself, GP are very one-feature-focused. That is what the devs say, and that way it really works. I can't imagine how Spa Day activities or all vampire abilities are "existing modes of gameplay".
The real difference is that EPs are designed so everyone MUST have them, and GPs are very optional and buying them or not depends on people's tastes.
