So-called cheats are just in-game tools that are accessed via a text-input area of the UI rather than buttons. Once you think of it that way, they aren't "cheating" at all - just an advanced tool that's harder to access, one that get a name with unfortunate negative associations. (It's not like there's a set of rules you're breaking.)
These are useful for mimicking money transfer:
set family funds: money ####
increase funds: sims.modify_funds ###
decrease funds: sims.modify_funds -###
